Upon further searching, it doesn't look like Bishkek's on that list at all, and it comes in at 209 out of 221 on another one. I guess we'll get to keep the secret a little longer.

I wouldn't trust the list you linked us to :-), it has Calgary at 96.6!
I used to live in Calgary, officially I still live there and it is BORING as can be. I always say: "the best thing about Calgary is that is has an international airport so you can leave". In truth the best thing about Calgary is its library. It has a great library system.
